The Russian State Duma has passed a bill in its first reading that allows the president to deploy the armed forces outside the country to “protect Russians.”

The document provides for amendments to the laws “On Citizenship” and “On Defense” and concerns the so-called “extraterritorial” use of the military.
According to the draft, the decision to deploy troops abroad will be made by the Russian president.
The explanatory note states that the provision is aimed at protecting Russian citizens in cases of their detention or persecution abroad.
At the same time, experts point out that current legislation already allows the authorities to take measures to protect their citizens outside the country.
Additionally, Russian dictator Vladimir Putin announced a temporary cessation of hostilities on the front lines, effective from 4:00 p.m. Moscow time on April 11 until the end of the day on April 12, 2026.
