"Russia is losing the war against Ukraine and is becoming increasingly exhausted," says Melnik
Russia is already losing the war it started against Ukraine, and its economy and military capabilities are gradually being depleted due to the costs of the aggression, sanctions, and Ukrainian strikes.
According to the diplomat, Russian troops continue to suffer significant losses on the front lines. He estimates that Russia loses at least 30,000–35,000 soldiers every month.
Melnik noted that the Russian army’s rate of losses exceeds the Kremlin’s ability to recruit new contract soldiers.
As a result, Russian regions are forced to increase payments to those willing to join the army in an attempt to compensate for the shortage of personnel.
At the same time, according to the Ukrainian diplomat, Russia is drawing vulnerable segments of the population into the war. These include, in particular, prisoners, migrants, recently naturalized citizens, and mercenaries.
The Ukrainian permanent representative emphasized that Moscow continues to spend significant resources on the war while suffering heavy human losses.
In his view, this indicates Russia’s gradual exhaustion. Melnyk also stated that the Russian leadership should focus on the problems within its own army rather than issuing statements against Ukraine.
“Instead of spreading disinformation about the Ukrainian army, aimed at inciting hostility and division within our society, perhaps Mr. Nebenzia should reflect on the alarming reality within the Russian armed forces,” Melnik said.
He emphasized that Russia is already losing the war it started and will ultimately be defeated.

As of August 25, the Russian army had lost another 1,230 troops over the past 24 hours. Russia’s total combat losses since the start of the full-scale invasion have reached approximately 1,479,300 people.
Russia must end the war against Ukraine by 2030 due to the alleged readiness of NATO countries for a direct confrontation with Moscow. This statement was made by Russian State Duma Deputy Lieutenant General Viktor Sobolev.
