EU sets up group to prepare Montenegro's accession agreement — Euractiv
On Wednesday, EU member states agreed to establish a working group tasked with drafting Montenegro’s accession treaty. This move is seen as another step forward for the Balkan country on its path to EU membership.

Ambassadors from the 27 EU member states decided to establish a “special working group” to draft the accession treaty, which is a technical but crucial step toward membership, one official noted.
“We are confident that this will send a strong signal that accession is a realistic prospect for our enlargement partners,” said a spokesperson for the Cypriot presidency regarding the decision made during the meeting in Brussels.
Montenegro, along with Albania, is the frontrunner in the race to become the first country to join the European Union since Croatia was admitted to the bloc in 2013.
Podgorica has concluded negotiations on 14 of the 35 so-called “chapters”—rounds of negotiations grouped by various topics, ranging from taxation to environmental policy—raising hopes that it could become an EU member in the coming years.
“We are receiving excellent news from Brussels,” commented Montenegro’s Minister for European Affairs, Maida Gorčević.
The creation of the working group is “further confirmation that we are on the right track for Montenegro to become the 28th member of the European Union by 2028,” she added.
