This year, ten sets of VNKS-30 (30 MW) water-heating boilers will be delivered. The total capacity of the boiler plants is 300 MW.
"This is approximately one-third of the minimum required level to provide Kyiv residents with heating for the coming winter in the event that Russian troops destroy the large thermal power plants TPP-4 in Darnytsia, TPP-5 in Vydubychi, and TPP-6 in Troieshchyna," the publication states.
Details regarding this procurement are unknown, as the contract and justification for the procurement will be published on "Prozorro" only after the end of martial law in Ukraine.
From the general description, it is known that the set includes a burner with a fan. Prices per set are also not specified.
However, if the contract value is divided by the number of sets, the price comes out to 75.20 million UAH per set. If the boiler house’s capacity is listed as 30 MW, the unit cost could be approximately 2.51 million UAH, or $57,000 per MW, according to “Nashi Hroshi.”
"We were unable to find any other purchases of boiler houses with such high capacity, and the unit cost of less powerful ones, which "Nashi Hroshi" previously wrote about, was at least twice as high," the publication states.
The procurement was conducted without a tender because this is permitted until May 1, 2026, for the purchase of boilers, boiler houses, and components to address the consequences of a state-level emergency in the electric power systems. The Cabinet of Ministers added this exception in January.
"Kyivkotloturboprom" is owned by Oleg Tarasov and Viktor Poltavsky. Since October 2025, the company has received contracts exclusively from "Kyivteploenergo" totaling 804.58 million UAH, the website notes.
The company is mentioned in criminal proceedings initiated by the police in August 2025, as noted by "Nashi Hroshi."
As "KyivVlada" reported, as part of this investigation, law enforcement officials specifically focused on the purchase of various equipment for the "Foster Wheeler" boiler, which "Kyivteploenergo" acquired from "Atomrembud" LLC for 56 million UAH.
At the same time, as the investigation established, Kyivkotloturboprom had previously purchased this equipment from Raibudrem LLC for 54.1 million hryvnias.
According to law enforcement officials, "Raibudrem" is not a manufacturer or supplier of this product and did not even officially purchase it.
According to investigators, this may indicate the supply of substandard, used equipment, or that it was not supplied to the company at all.
