Video: Oleg Tatarov's voice was recognized in the seventh minute of the NABU footage
In footage released by NABU and the SAPO as part of a special operation “Forrest Gump,” a voice heard at the seven-minute mark of the video is believed to belong to Oleg Tatarov, deputy head of the Office of the President.
It is noteworthy that in the video itself, NABU does not name the speaker. He is described simply as “an employee of the Office of the President of Ukraine.”
As part of the new operation “Themis,” NABU and the Special Anti-Corruption Prosecutor’s Office (SAPO) uncovered a scheme through which members of a criminal organization were able to illegally seize real estate and other assets belonging to legal entities. According to the investigation, current and former members of parliament, high-ranking officials from the Office of the President and the Ministry of Justice, judges, and hackers may have been involved in the scheme.
Based on the investigation’s findings, members of the criminal organization used several methods to illegally gain control over companies and their assets.
Specifically, these include:
unauthorized interference in the information systems of the Ministry of Justice of Ukraine;
forgery of court decisions and documents of title;
tampering with state registries;
creating fictitious debt;
the involvement of hackers;
possible influence on the consideration of complaints at the Ministry of Justice.
According to law enforcement officials, these actions allowed the suspects to gain control over companies and their real estate.
As the investigation established, in the fall of 2025, members of the criminal organization illegally seized corporate assets worth over 248 million hryvnias.
In addition, in May 2026, according to the NABU, the suspects attempted to gain control over real estate in Kyiv with a total value of over 207 million hryvnias.
As a reminder, on August 19, NABU and the Special Anti-Corruption Prosecutor’s Office (SAPO) announced a large-scale special operation called “Forest Gump.” According to law enforcement officials, they uncovered an organized group that may have included current and former members of parliament, high-ranking officials from the Office of the President, and other individuals. One of the key aspects of the case concerns the origin of 150 million hryvnias, which were likely paid as bail for Herman Galushchenko.
Incidentally, the High Anti-Corruption Court is determining a preventive measure for former Member of Parliament Maksym Mykytas in a new case involving NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
