Russia is preparing for an operation against NATO a year after the war with Ukraine
The Dutch Military Intelligence and Security Service (MIVD) has stated that Russia is conducting specific preparations for a direct confrontation with NATO and will be able to rebuild its forces for a regional conflict as early as one year after the end of hostilities in Ukraine.
This is stated in the agency’s 2025 annual report, published on the official website of the Dutch Ministry of Defense. Moscow’s primary goal is not total military victory, but rather to provoke political division among NATO members through limited territorial seizures and nuclear blackmail.
Intelligence analysts view the war in Ukraine as merely part of Russia’s long-term strategy to reshape the global legal order and European security architecture. The report highlights the high risk of unintended escalation, which would be difficult for both sides to control. Analysts also point to the unpredictability of current U.S. security policy, which could prompt the Kremlin to reassess the risks and benefits of launching armed aggression against other neighboring states.
The MIVD notes that Russia continues to modernize its weapons and adapt its economy to the conditions of a protracted conflict. The agency’s leadership urges European countries to strengthen their defense capabilities to prevent potential provocations on the Alliance’s eastern borders. The document emphasizes that only the unity of NATO countries and a clear deterrence strategy can halt the Kremlin’s plans to destabilize the situation in Europe. The timely detection of hostile intentions remains critically important for maintaining international stability.
