Rutte brought a NATO delegation from 32 countries to Kyiv
Not only NATO Secretary General Mark Rutte arrived in Kyiv, but also representatives from all 32 member countries of the Alliance, including military leaders and permanent representatives. The delegation began its visit by paying tribute to Ukrainian defenders at the Wall of Remembrance in the center of the capital. This is one of the most high-level NATO visits in terms of representation since the start of the full-scale war.
Ukrainian President Volodymyr Zelenskyy officially announced the delegation’s composition, emphasizing that representatives from all Alliance member states had arrived in Kyiv. This includes the full diplomatic and military contingent—permanent representatives of NATO countries, their deputies, as well as select high-ranking Alliance officials.
Among the key figures of the visit is NATO Secretary General Mark Rutte, who heads the delegation and represents the Alliance’s political position at the highest level. Also part of the delegation is the Chairman of the NATO Military Committee, Giuseppe Cavo Dragone, who is responsible for coordinating military cooperation among member states.
Separately, the delegation included permanent representatives and deputy permanent representatives from all 32 Alliance countries, which effectively means NATO’s full diplomatic representation is present in Kyiv at the same time. This format of the visit is rare and underscores the allies’ consolidated position on Ukraine amid the war.
The visit began with a symbolic gesture—the delegation visited the Wall of Remembrance near St. Michael’s Golden-Domed Cathedral, where they paid tribute to Ukrainian soldiers who died in the war against Russia. According to Zelenskyy, this step is a sign of respect for those who “defended not only Ukraine but all of Europe from Russian aggression.”
During the visit, meetings are expected to take place regarding further military support for Ukraine, the coordination of security decisions, and the deepening of cooperation between Kyiv and the Alliance in the long term. Zelenskyy announced this on Facebook.
