Ukrainian cyber volunteers and special services gained access to closed-door meetings of the defense-industrial complex department of Russia’s Ministry of Industry and Trade, which took place in late October 2025.

The materials reveal a critical situation at Russian defense enterprises that differs significantly from official propaganda reports.

According to data from the working group, the total debt of the enterprises represented at the meeting exceeds 3.3 billion rubles. Many strategic companies are on the verge of bankruptcy due to their inability to service loans and fulfill state orders.

Wage arrears to rank-and-file employees exceed 200 million rubles, leading to mass resignations of specialists who refuse to work amid constant payment delays.

The lack of funding and personnel is directly affecting the timelines for manufacturing military equipment. During the meeting, officials acknowledged that the internal crisis is “eroding” production processes faster than Western sanctions.

At the end of the intercepted meeting, Ukrainian hackers gave those present a “surprise”: instead of working documents, they broadcast a video of successful Ukrainian drone strikes on Russian oil depots and military facilities, causing panic among the participants.

Arms exports — by volume of which the aggressor country ranks second in the world, уступаючи only the United States — are gradually shifting into a free-of-charge mode.
