Lieutenant Colonel of the DPSU together with his Russian brother brought up to 76 fighters to the EU
Law enforcement officials have filed an indictment against a lieutenant colonel of the State Border Guard Service of Ukraine who organized a large-scale illegal migration network for men of draft age.
The officer involved a close relative—a citizen of the Russian Federation—in the criminal activity.
The accomplices developed and implemented a highly effective scheme that allowed conscripts to travel unimpeded to European Union countries during martial law.
As the investigation established, the high-ranking border guard involved his cousin—a citizen of the Russian Federation—in the criminal scheme. The accomplices “charged” approximately $20,000 for their services.
To maintain secrecy, the operators accepted part of their earnings in cryptocurrency, attempting to evade financial monitoring and conceal their illicit income.
The funds were distributed among the organizers after the clients’ successful crossing of the state border was confirmed.
To carry out the scheme, the perpetrators mass-produced forged official documents purportedly on behalf of the International Organization for Migration.
The suspects sent fake letters containing fabricated information about the “fugitives” directly to the State Border Guard Service Administration, which subsequently allowed them to cross the state border unimpeded.
Thanks to the organizer’s high-ranking position, these fictitious letters were promptly entered into the relevant departmental databases.
According to law enforcement, in just one year—from May 2024 to April 2025—they managed to illegally smuggle 76 citizens subject to military service into the EU.
During authorized searches of the detained officer’s premises, in addition to evidence of criminal activity, illegal weapons were also discovered.
The entire seized arsenal, along with computer equipment and forged stamps, has now been added to the court case file.
