The EU has responded to the question of whether Ukraine and Moldova will join at the same time
The European Union is officially shifting to a case-by-case approach (the principle of merit-based assessment) regarding the European integration of Ukraine and Moldova. From now on, the pace at which each country progresses toward full membership in the bloc will depend solely on the pace and quality of their domestic reforms, rather than on arbitrary political deadlines or the countries’ relative positions relative to one another.
European Commission President Ursula von der Leyen made this announcement following the Moldova-EU summit.
According to the head of the European Commission, following the official opening of the first negotiation cluster, each candidate country bears individual responsibility for its own progress. Since Ukraine and Moldova have different starting points and specific domestic challenges, they are required to implement distinct reform packages. Ursula von der Leyen emphasized that a clearly structured process, based on tangible achievements and agreed upon by all 27 EU member states, is far more effective and transparent for candidate countries than abstract political slogans such as “as soon as possible.” This approach allows countries to demonstrate concrete results and enables the European Union to consistently fulfill its partnership commitments.

Ukrainian President Volodymyr Zelenskyy held talks with European Commission President Ursula von der Leyen, during which the parties discussed Ukraine’s integration into the European Union and strengthening the protection of Ukrainian airspace.
The European Commission plans to propose on June 16 the opening of the first round of negotiations on the accession of Ukraine and Moldova to the European Union.
