The High Anti-Corruption Court has begun hearings in the case involving top defense officials accused of corruption

The High Anti-Corruption Court (HACC) has begun reviewing the case materials in a criminal proceeding involving a number of individuals linked to defense enterprises and foreign economic activities in the field of military equipment.

This refers to criminal proceeding No. 52025000000000404 dated July 16, 2025.

Those implicated include Pavlo Barbul, Vladyslav Belbas, Anton Voronin, Viktor Markelov, and Yevhen Singaevsky.

The victim in the proceedings is identified as JSC “Aviation and Rocket-Technical Machinery Manufacturing Company.” 

According to case materials available in the public domain, the case involves a possible scheme within the structure of the state-owned enterprise “Spetstechnoexport” that may have been linked to the diversion of funds through foreign companies and intermediaries.

It is also noted that some of the assets were allegedly registered through family ties, specifically in the names of relatives of one of the individuals involved. 

The British company PATRIOT INVESTMENTS LLP is also mentioned; according to the investigation, financial transactions abroad may have been carried out through it. To launder and conceal these assets, a classic model was used to register property in the names of relatives, specifically in the name of Atanasyan’s mother, Karina Robertovna. 

Until the end of 2023, they jointly controlled the British firm PATRIOT INVESTMENTS LLP, through which Barbul managed funds abroad while formally remaining in the background. 

According to available information, Pavlo Barbul is currently outside Ukraine, specifically in Poland. The issue of extradition procedures has not yet been officially resolved.

The case materials are under review by the court, and all the circumstances described are being examined as part of a pre-trial investigation and require legal assessment.

As a reminder, detectives from the Economic Security Bureau in the Odesa region continue to investigate criminal proceedings regarding the possible facilitation of illegal grain exports.

In another case, NABU and the SAPO have filed an indictment with the court against People’s Deputy Viktor Bondar, former SBU official Artem Shil, a former Ukrzaliznytsia official, and three other individuals in a case involving the embezzlement of funds from JSC “Ukrzaliznytsia” during the procurement of cable and wire products.
