The budget statement calls for an increase in the minimum wage to 11,100 UAH in 2029
The Cabinet of Ministers of Ukraine has officially approved the Budget Declaration for 2027–2029, which provides for a phased increase in the minimum wage to 11,100 hryvnias.
This strategic document sets out the state’s key financial and economic targets for the three-year period.
The relevant ministries based their calculations on the gradual recovery of the national economy and the indexation of social standards in line with the inflation rate.
According to Government Resolution No. 793 of June 17, increases in key social indicators will take place annually in several stages.
The Cabinet of Ministers has approved a clear schedule under which, starting January 1, 2027, the minimum wage will be 9,546 hryvnias; starting January 1, 2028, it will rise to 10,377 hryvnias, and as of January 1, 2029, it will reach 11,114 hryvnias.
At the same time, the base salary for employees in the first pay grade of the Unified Pay Scale will also change. The Cabinet of Ministers has set its base level at 3,819 hryvnias starting in early 2027, at 4,151 hryvnias starting in 2028, and at 4,446 hryvnias starting in 2029.
At the same time, the government plans to carry out a large-scale reform of the wage system throughout the country.
The Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine will focus their efforts on improving the terms of remuneration for public sector employees, in particular by “decoupling” the amounts of official salaries from the subsistence minimum for able-bodied individuals.
This step is intended to ensure fair compensation and reduce artificial disparities in citizens’ incomes.
This is stated in a resolution of the Cabinet of Ministers of Ukraine.
