The Kyiv City State Administration is asking the government to streamline the procurement process due to the risk of not having enough time to prepare Kyiv for winter
The Kyiv City State Administration has called on the government, the National Security and Defense Council, and the Office of the President to streamline procurement procedures and determine the amount of state funding needed to ensure the timely implementation of the Comprehensive Plan for the Capital’s Resilience Ahead of the Heating Season.
Due to the lack of decisions by the central government regarding funding allocations and the approval of contracting authorities, certain critical energy resilience measures may be implemented late. This was reported by the Kyiv City State Administration, citing the agency’s acting first deputy head, Petro Panteleev, who noted complications in establishing the city’s backup heat supply system.
Despite previous agreements on a 50-50 cost-sharing arrangement between the city and the state for project funding, funds from the state budget have so far been allocated only partially. The total cost of the programs being implemented independently by Kyiv amounts to nearly 23 billion hryvnias; in addition, the capital is securing over 5 billion hryvnias in loans from the EBRD and Oschadbank. The Kyiv City State Administration emphasizes that implementing the principle of parallel design and construction and lifting localization requirements would significantly accelerate infrastructure preparation, whereas delays in these decisions will make it impossible to complete the plan within the specified timeframe.
