137 million hryvnias may have been embezzled during the procurement of services for the Kyiv Metro
NABU and the Special Anti-Corruption Prosecutor’s Office (SAPO) announced that they had uncovered a scheme through which, according to investigators, 137.5 million hryvnia may have been embezzled from the Kyiv Metro municipal enterprise. Seven people have been named as suspects in the case—a former employee and three current employees of the enterprise, two alleged co-organizers, and the head of a subsidiary company.
The case involves 60 subway cars that the Warsaw Metro donated to Kyiv at the end of 2022.
In 2023, the “Kyiv Metro” held a tender for transportation and forwarding services to deliver the cars. According to the investigation, a company that had been predetermined in advance won the bid. It offered transportation at a significantly inflated price, and the total cost of the contract amounted to 190 million hryvnias.
Law enforcement officials believe that to conceal the scheme, the funds received under the contract were transferred to the account of a controlled company abroad. Afterward, part of the money was directed to the actual carrier, while 137.5 million hryvnias, according to the investigation, were embezzled by the participants in the scheme.
All seven suspects are charged with embezzlement or misappropriation of another’s property on an especially large scale or by an organized group—Part 5 of Article 191 of the Criminal Code of Ukraine.
The SAP noted that specialists from the State Audit Service of Ukraine actively contributed to exposing the scheme.

Prosecutor Kropiva, a suspect in a NABU investigation, secured a pension of 300,000 at the age of 42 through the courts.
Earlier reports indicated that NABU and the SAP are conducting a large-scale special operation at the Office of the Prosecutor General regarding a case of possible “protection” of fraudulent call centers.
Prosecutor General Kravchenko disappeared after the NABU and SAP operation began. According to UP’s sources in political circles, Kravchenko drove into the government quarter, after which no one saw him.
