The municipal enterprise “Kyiv Center for Emergency Medical Care and Disaster Medicine” will not initiate an internal investigation into the actions of dispatchers during the events of April 18, 2026, in the Holosiivskyi district, as it finds no grounds for doing so. 

This was reported by Censor.NET, which received a response to its inquiry.

 

The Center noted that on that day, dispatchers acted in accordance with current protocols.

The automated “Emergency Medical Care” system records only answered calls and does not store information about missed calls.

According to official data, on April 18, 2026, starting at 4:32 p.m., the “103” line received 17 calls regarding incidents in the Holosiivskyi district, including gunshot wounds, gunfire, and a fire. Some of the calls were forwarded from the “112” service.

All incoming calls are recorded and stored, and audio recordings may be provided to law enforcement agencies upon request.

It is also reported that no malfunctions in the communication system were recorded on the day of the incident. In total, 2,764 calls were processed during the 24-hour period on April 18 of this year.

As a reminder, earlier during a court hearing, police officer Anna Dudina stated that she had tried unsuccessfully several times to call an ambulance during the shooting.

One possible cause of the terrorist attack that occurred in Kyiv on April 18 could have been a domestic dispute that provoked the attacker to carry out the attack. At the same time, final conclusions will be drawn after all expert examinations are completed.

The attack took place on Saturday, April 18, when 58-year-old Dmytro Vasylchenkov opened fire on passersby on Demiivska Street, after which he took hostages at the “Velmart” supermarket. Six people were killed in the attack, and about 15 others were injured to varying degrees.
