Shelters in all districts of Kyiv will be inspected to ensure they are ready

A large-scale inspection of shelters and an audit of the use of funds allocated for their construction, repair, and equipping in 2022–2025 will be conducted in Kyiv. The mayor of the capital, Vitali Klitschko, issued the corresponding directive.

According to him, the Kyiv City State Administration’s Department of Internal Financial Control and Audit will examine how district state administrations used the funding. At the same time, municipal services, in cooperation with the State Emergency Service, will continue to inspect civil defense facilities.

Since the start of the full-scale war, the city has allocated approximately 7 billion hryvnias for the construction and major repairs of shelters, and an additional 1.1 billion hryvnias has been earmarked for their renovation this year.

Currently, there are over 4,300 shelters in operation in Kyiv. Since the beginning of 2026, 630 facilities have been inspected, of which 85 were found to have deficiencies. A total of 171 facility managers have already been held accountable for violations.

Among the most common problems are an insufficient number of seats, a lack of electricity, and unsatisfactory sanitary conditions.

Authorities in Zaporizhzhia are stepping up public transportation security amid regular Russian shelling. They plan to cover the windows of buses, trams, and trolleybuses with special bulletproof film, and install additional protective shelters near stops and in areas where large crowds gather.

A petition has been filed in Kyiv calling for all shelters to have stable internet access. The authors emphasize that during air raid alerts, mobile service often drops underground, and the lack of information negatively affects people’s psychological well-being.
