China ensures access to medical services within 15 minutes
More than 90% of China’s population currently have access to medical services within 15 minutes. By 2030, the Chinese government aims to complete the construction of a multi-level system for diagnosis and treatment, according to the National Health Commission of China.

At present, there are over 1.1 million medical institutions in China serving 1.4 billion people. In 2025, primary care facilities handled 5.56 billion visits, accounting for 52.6% of all medical consultations.
During the 14th Five-Year Plan period (2021–2025), China has made significant progress in expanding hospital capacity and improving the quality of primary healthcare. However, challenges remain, particularly in rural healthcare services.
Looking ahead, leading city hospitals plan to form “integrated medical alliances” to share expertise and enhance service quality.
Overall, China is systematically advancing healthcare reform, focusing on accessibility and efficiency, which may serve as a model for other countries aiming to improve rapid access to medical care.
