The Ministry of Finance will continue to work with the Verkhovna Rada to approve the taxation of parcels
The failure of the Verkhovna Rada to pass legislation on the taxation of international parcels is one of the International Monetary Fund’s key requirements, on the fulfillment of which Ukraine’s financial stability directly depends.
This was reported in an official comment to the RBC-Ukraine news agency by the press service of the Ministry of Finance of Ukraine.
The ministry emphasized that the introduction of a tax on international postal and express shipments is a critically important financial and economic step for the state. According to the ministry, this decision is aimed at creating equal and competitive conditions for domestic businesses, systematically reducing the shadow economy, generating additional revenue for the state budget, and fully harmonizing Ukrainian legislation with the norms and approaches of the European Union.
The Ministry of Finance separately noted that the resolution of this issue is clearly stipulated in the cooperation program with the IMF. Consistent and timely fulfillment of commitments allows Ukraine to maintain a high level of trust from global partners and ensures the uninterrupted flow of financial assistance, including the budgetary component of the EU’s large-scale USL support package for 2026–2027.
Given the strategic importance of the reform, the Ministry of Finance plans to keep the process moving forward and continue active dialogue with members of parliament, relevant parliamentary committees, and representatives of the business community to further refine and successfully implement this tax decision in the future.
The Verkhovna Rada rejected Bill No. 12360, which provided, in particular, for the introduction of taxation on international parcels valued at up to 150 euros.
