The Rada will grant a tax exemption for packages containing goods for the military
Goods for security and defense purposes will remain exempt from VAT when shipped in international parcels. This was announced by Nina Yuzhanina, a member of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy.
According to her, a compromise was reached at a meeting of the relevant committee during the consideration of four alternative draft laws. The Cabinet of Ministers will approve the list of such goods and the relevant procedures, and any tax paid upon receipt of the package will be refunded to the buyer. This mechanism complies with the terms of the Memorandum with the EU ratified by the Verkhovna Rada.
If the bills are approved, taxation of parcels will take effect no earlier than July 1, 2027, and only 45 days after the government’s decision is published in the newspaper “Holos Ukrainy.”

People’s Deputies Lesya Zaburanna and Oleksandr Kovalchuk of the “Servant of the People” faction proposed that the Verkhovna Rada establish a Temporary Investigative Commission to investigate possible violations of legislation regarding public safety during martial law.
The day before, the Verkhovna Rada received nominations from President Volodymyr Zelenskyy to appoint Yevhen Khmara as Minister of Defense of Ukraine and Andriy Sybiga as Minister of Foreign Affairs.
