A co-founder of Nova Poshta called for support for businesses following the Russian Federation's massive attacks
Vladimir Poperechnyuk, co-founder of “Nova Poshta,” stated that Russia is moving into a new phase of the war, seeking to inflict maximum damage on the Ukrainian economy. In his view, under these circumstances, the government should focus on creating conditions for businesses to adapt quickly, rather than increasing regulatory pressure.
According to Popereshnyuk, the scale of damage to civilian and logistics infrastructure following the latest shelling indicates a shift in the nature of the war.
“Today’s shelling has shown that we are entering a new phase of the war—one of mutual economic destruction. There has not been destruction of this scale in the rear since the very beginning of the invasion,” he noted.
The co-founder of “Nova Poshta” believes that under such conditions, the country that adapts more quickly to new challenges will have the advantage. According to him, the private sector is capable of quickly reorganizing logistics, finding alternative routes, and restoring destroyed facilities.
“In this conflict, the winner will be whoever adapts faster. The private sector finds new ways, instantly reconfigures logistics, and rebuilds what has been destroyed, while officials are still coordinating yet another government plan,” Poperechnyuk wrote.
He also recalled the decisions made by the Ukrainian government at the start of the full-scale invasion in 2022. At that time, he said, the government reduced the tax burden, eliminated some customs duties, licenses, and inspections, which allowed businesses to adapt more quickly to wartime conditions.
“The government then lowered taxes, abolished customs duties and licenses, suspended inspections, and removed regulatory barriers. Reducing the fiscal pressure gave the economy some breathing room and saved it from collapse. We simply need to do this again,” he emphasized.
According to the entrepreneur, government policy has now changed, and businesses are facing an additional tax and regulatory burden.
“Today, the scale of losses is even greater, but the government’s policy has taken the opposite direction. Instead of freedom—new taxes, pressure on sole proprietors, excise taxes, and endless inspections. Strangling business amid shelling is helping the enemy destroy our economy,” Poperechnyuk stated.
As possible steps to support the economy, he proposed deregulation, simplifying international logistics, and streamlining procedures for obtaining building permits and connecting to utility networks. He also believes it is worth introducing tax holidays for businesses and citizens whose property was destroyed as a result of Russian attacks, as well as creating free economic zones in frontline regions.
Summarizing his position, the co-founder of “Nova Poshta” noted that the state cannot always protect the country from missile strikes, but it is capable of creating conditions for entrepreneurs to operate effectively.
“The government cannot close the skies to enemy missiles. But giving local businesses a free hand is well within its power. This is the only way to keep the economy afloat,” wrote Volodymyr Poperechnyuk.
As a reminder, eight people were killed in the Brovary district while waiting for a train as a result of a Russian attack.
