A court has frozen 206 million hryvnias in Dniprospetsstal's accounts on suspicion of fraud

The Pecherskyi District Court of Kyiv has frozen funds belonging to PJSC “Electrometallurgical Plant ‘Dniprospetsstal’” in the amount of 206.6 million hryvnias due to suspicions of financial fraud by individuals subject to sanctions. The investigation established that the company’s management artificially inflated expenses through fictitious transactions, which led to tax evasion on an especially large scale. 

This is stated in the court materials of case No. 757/16612/26-k, copies of which are available to the Interfax-Ukraine agency.

According to the State Bureau of Investigation (DBR) and the Security Service of Ukraine (SBU), the plant is effectively controlled by representatives of the Russian financial and industrial group “Luzhniki” and other individuals included on national sanctions lists. Investigators found that significant sums were transferred to the Swiss company DSS International SA, which is the founder of the plant’s subsidiary in Russia that supplied steel for the needs of the Russian military-industrial complex. There is a possibility that the Ukrainian plant’s products could have been diverted to the aggressor’s territory to produce weapons, circumventing restrictions.

Despite the recorded losses in the financial statements for 2024–2025, the company continued to conduct large-scale financial transactions in favor of foreign entities. The court recognized the funds in 21 bank accounts as material evidence, as they were obtained through criminal means due to the non-payment of income tax. Law enforcement agencies are currently investigating the mechanisms used to exploit these resources to undermine the national economy in the interests of the sanctioned owners.

Earlier, the Pechersky District Court of Kyiv extended businessman Ihor Kolomoyskyi’s detention until February 9, 2025, as part of the case involving the attempted murder of attorney Serhiy Karpenko. The case concerns the attempted murder of lawyer Serhiy Karpenko, who allegedly refused to assist Kolomoyskyi in gaining control of the Dniprospetsstal plant, which took place in 2003 in Crimea. He sustained three stab wounds but survived.
