The Ukrainian government did not support the extension of tax breaks for electric cars
The Cabinet of Ministers of Ukraine rejected an amendment to the 2026 State Budget that would have extended tax breaks for electric vehicles. This was announced by Yaroslav Zheleznyak, first deputy chairman of the Verkhovna Rada's tax committee. The Ministry of Finance explained its decision by the need to comply with the memorandum with the International Monetary Fund, since the extension of privileges could lead to budget losses due to the unavailability of value added tax.

Until the end of 2025, Ukraine has special conditions for the import of electric cars: they are exempt from customs duties and VAT, and the single excise tax is €1 per kilowatt. These incentives were introduced in 2017 and have been extended several times, but now they are set to expire on December 31, 2025. To extend them for another year, on October 22, lawmakers introduced a corresponding amendment, but on November 5, the government approved the draft budget without this item.
