VEON launches satellite communications in Kazakhstan together with Starlink

On November 6, 2025, in Almaty and Washington, VEON Ltd. announced a partnership with Starlink Direct to Cell that will provide access to satellite communications in Kazakhstan, particularly in remote regions. During a trilateral meeting that took place during the official visit of Kazakh President Kassym-Jomart Tokayev to the US, Beeline Kazakhstan and the Ministry of Artificial Intelligence and Digital Development signed a memorandum of cooperation, supporting plans to launch a satellite communications service in 2026.

Beeline Kazakhstan's goal is to improve mobile internet in isolated communities, which is particularly relevant in Kazakhstan, the ninth largest country in the world in terms of area. As noted by Kazakhstan's Deputy Prime Minister Zhaslan Madiev, the partnership with Starlink will strengthen national infrastructure and provide connectivity in areas where traditional infrastructure is ineffective, which can be critical for public safety.

The launch of Starlink Direct to Cell services in Kazakhstan is subject to standard regulatory approvals. The partnership between VEON and Starlink will be an important step in the development of the country's communications market, as the ability to provide satellite services will reach more than 150 million VEON subscribers in five countries. This collaboration also reflects the successes achieved in Ukraine, where similar services have already proven their effectiveness.
