Anti-corruption activists have taken an interest in the wealth of the Shtern family, officials from Transcarpathia
Anti-corruption authorities have launched a full audit of Vira Ivanivna Stern’s 2025 financial disclosure statement.
As part of the audit, a request was sent to banking institutions to disclose information constituting bank secrecy regarding the declarant herself, her husband, Andriy Viktorovych Stern; Viktor Zoltanovich Stern; and Angelina Ivanivna Stern (close relatives of the declarant). Anti-corruption investigators are also looking into the assets of Viktoria Stern’s relatives—Ivan Mykolayovych Panko and Nadiya Yaroslavivna Panko—as she went by the surname Panko before her marriage.
UA.NEWS journalists learned this from their own sources.
Currently, Vira Stern’s own declaration is not publicly available. However, her husband’s 2025 declaration is available. In it, he is listed as the director of the Department of Infrastructure, Development, and Maintenance of Public Roads of Local Significance at the Transcarpathian Regional State Administration.
The declaration states that the couple jointly owns a 58.2-square-meter apartment. Andriy Stern also jointly owns with Nadiya Yaroslavivna Panko a land plot measuring 994 square meters, valued at over 2 million hryvnias at the time of acquisition.

In 2025, Andriy Shtern received 169,708 UAH in salary from the Uzhhorod District State Administration, as well as 313,886 UAH from the Department of Infrastructure, Development, and Maintenance of Public Roads of Local Significance at the Transcarpathian Regional State Administration. His wife listed social benefits totaling 10,320 UAH as her sole source of income.

The couple also received gifts from their relatives in 2025. Viktor Zoltanovich Stern gave Andriy Stern 145,000 UAH, while Ivan Mykolayovych Panko presented Vira Stern with a similar amount.

In addition, Vira Ivanivna Shtern has accounts at PrivatBank and Monobank; however, the family did not declare the amounts of these deposits. The same applies to undisclosed real estate, which the declarant acquired on March 5, 2025. The country where this property is located is also not specified.
