Army+ has launched an updated course for military procurement officers

An updated version of the “Defense Procurement 2.0” training course is now available on the “Army+” app. The program now includes new materials on the procurement of unmanned aerial vehicles, electronic warfare equipment, and Ukrainian drones, and incorporates the latest changes in legislation.

The course is designed to help military personnel better understand procurement procedures, plan unit requirements, and avoid mistakes when handling defense contracts.

 

An updated version of the “Defense Procurement 2.0” training course is now available in the “Army+” app. It has been supplemented with up-to-date video lectures, new regulatory documents, and practical examples relevant to the current needs of the Ukrainian military. “A key addition is practical material on the procurement of unmanned systems, electronic warfare equipment, and Ukrainian-made drones. The course will help military personnel better navigate modern procurement procedures, make informed decisions, and avoid common mistakes,” the Ministry of Defense noted.

The training is primarily intended for military personnel involved in logistics, procurement, and material and technical support in military units. The course covers the entire procurement process—from identifying unit needs and analyzing the market to conducting the procurement procedure and concluding contracts with suppliers.

What’s New in the Updated Version

In the new version of the course, military personnel receive:

  • guidance for those who have recently assumed responsibility for procurement in a military unit;
  • practical advice on planning procurements, preparing technical specifications, and selecting suppliers;
  • an updated section on procurement methods, comparing different procedures in terms of complexity and timelines;
  • up-to-date materials on open tenders, simplified procurement, and working with Prozorro Market;
  • additional guidance on the procurement of unmanned systems, electronic warfare equipment, fortifications, and Ukrainian drones;
  • information on the specifics of VAT payment in defense procurement;
  • examples of audits conducted by the State Audit Service and an analysis of common mistakes.

New regulatory documents, instructions, and methodological materials that military personnel can use in their daily work have also been added to the course.

One of the largest courses on “Army+”

The Ministry of Defense noted that “Defense Procurement 2.0” is one of the largest training courses in the app. It contains 48 video lessons organized into thematic modules. There is a test after each section, and upon completing the entire course, military personnel can take a final exam and receive an electronic certificate. The course was developed by experts from “Project 100,” which is implemented by the Public Association “Foundation for Support of Reforms in Ukraine” as part of the defense procurement reform.

The project is funded as part of NATO’s Comprehensive Assistance Package for Ukraine, with support from the UK Special Adviser on Defense team. The course update is intended to help military units adapt more quickly to modern procurement requirements and more effectively supply their units with necessary equipment, including drones and electronic warfare systems. The Ministry of Defense of Ukraine announced the update.

An electronic military registration document has been added to the Army+ app, allowing service members of the Armed Forces of Ukraine and the State Special Transport Service (SSTS) to quickly verify their status using a smartphone
