Autostrada is halting construction on all projects due to problems with government funding
The Autostrada Group of Companies announced the suspension of work at all of its sites in Ukraine. The company’s founder, Maksym Shkil, attributed this decision to the government’s suspension of funding for capital expenditures. According to him, the company was presented with a fait accompli without prior discussion.
The Autostrada Group of Companies is suspending work at all its sites in Ukraine. The company’s founder, Maksym Shkil, cited the suspension of state funding for capital expenditures as the reason. According to him, the decision to halt funding was made without warning or discussion with the companies carrying out the infrastructure work. “Today, the government, in a single day and without warning, discussion, or dialogue, halted funding for all capital expenditures,” Shkil wrote.
He stated that this situation directly affects not only construction companies but also employees, creditors, and suppliers. “Wages across entire sectors of the economy, interest on loans, and payments to suppliers—these are certainly not a headache for lawmakers or the Ministry of Finance,” noted the founder of Autostrada.
Shkil also criticized the way in which companies were notified of the suspension of funding. According to him, businesses had no opportunity to prepare for such a decision in advance. “They have their own business plan, while we’re simply presented with a fait accompli,” he said. As a result, Autostrada, according to Shkil, has been forced to suspend work at all of its sites.
What Autostrada Does
Autostrada is one of Ukraine’s largest companies operating in the infrastructure construction sector. The group is involved in road construction, bridges, industrial facilities, and underground construction. The company also has a design division. Its contracting work is tied to major infrastructure projects in various regions of Ukraine.
Therefore, the suspension of funding for capital expenditures may affect more than just Autostrada directly. The work of contractors and suppliers, payments to employees, as well as loan repayments and payments for work already completed, all depend on such projects. At the same time, Shkil’s statement does not specify for how long the company is suspending operations. There is also currently no information on when government funding might be resumed.
Company Financial Performance
According to YouControl, in January–June 2026, Autostrada Group LLC reported 1.92 billion UAH in net revenue. For the same period in 2025, this figure stood at 5.13 billion UAH. The company’s net profit for the first half of 2026 was 2.4 million UAH. By comparison, from January through June 2025, the company reported 91.1 million UAH in net profit.
According to OpenDataBot, in 2025, Autostrada accounted for 29.6% of the total revenue of the ten largest companies in the construction industry. Thus, the decision to suspend operations affects a major player in the Ukrainian infrastructure market. The company’s future operations will depend, in particular, on the resumption of state funding for capital expenditures. At present, Autostrada is announcing only a suspension of work. There is no mention of a complete cessation of the company’s operations. Shkil announced this on Facebook.
Eight members of an organized group led by Leonid, the cousin of Timur Mindich, a co-owner of “Kvartal 95” LLC, will stand trial. They are accused of large-scale embezzlement of funds from JSC “Kharkivoblenergo” during the procurement of transformers and meters at inflated prices.
