The government has approved rules for railway operations during an air raid alert
The Cabinet of Ministers of Ukraine has established procedures for the operation of rail transport during martial law, depending on the designated level of air threat. At the yellow alert level, train operations, as well as passenger boarding and disembarking, are permitted, whereas at the red alert level, boarding and disembarking are suspended, and people are directed to the nearest shelters.
According to the government’s decision, during a yellow alert, visitors may remain at train stations and on platforms at their own discretion, provided they are informed of the threat and the location of protective shelters.
If a red alert is declared, the arrival, departure, and passage of trains will be carried out in accordance with the carrier’s established procedures, while complying with traffic safety requirements. The document emphasizes: “Ukrainian Railways is taking measures to ensure safety in rail transport, in particular, by dispersing passenger flows and rolling stock to prevent their concentration during a threat of air attack, restricting or temporarily suspending train operations, and relocating passengers, other visitors, and railway employees to civil defense shelters or other locations away from railway infrastructure and/or rolling stock, based on the operational and security situation.”
The Cabinet of Ministers recommended that “Ukrzaliznytsia” approve personnel operating procedures within two weeks, post recommendations for passengers on the company’s websites, and provide train drivers, conductors, train attendants, and train inspectors with helmets and protective vests. In addition, the Ministry of Internal Affairs and the National Police have been instructed to step up patrols at stations, while regional administrations and the Kyiv City State Administration have been tasked with coordinating public transportation schedules with train schedules in the event of a curfew.
