The Zaporizhzhia Regional Clinical Hospital has signed a contract with a private company owned by the parents of Ivan Fedorov, the head of the Zaporizhzhia Regional State Administration. The contract involves the provision of CT scan services worth 2.5 million hryvnias.

This was reported with reference to investigations by the publications “Nashi Hroshi” and SODA

According to the investigation, despite the medical facility having its own equipment, the collaboration with the private company took place through an intermediary, and the premises for its operations were leased at a reduced rate.

At the same time, the regional administration denies the existence of a conflict of interest, noting that Ivan Fedorov himself personally signed the order to lease the premises to an entity linked to his family business.

Millions for services the hospital could have provided itself

On March 10, 2026, the municipal non-profit enterprise “Zaporizhzhia Regional Clinical Hospital” entered into a contract with the private enterprise “Center for Computed Tomography” for the round-the-clock provision of CT diagnostic services in the amount of 2.51 million UAH. Information about the procurement was published in the “Prozorro” system.

The problem is that the hospital itself has three CT scanners. Instead, taxpayer funds are being used to outsource these services to a private company owned by Serhiy and Nataliya Fedorov—the parents of the head of the Zaporizhzhia Regional State Administration. The company is managed by Viktoria Fedorova, the wife of the head of the Regional State Administration’s brother.

SODA journalists calculated that since the start of the full-scale invasion, the “CT Center” has received orders for CT services from that same hospital totaling nearly 5 million UAH—even before the new contract for 2.51 million. 

The scheme involving the premises and the “single-bidder auction”

At the same time, journalists uncovered how the family business obtained premises directly within the regional hospital. In November 2024, the company “Scan-MedService” applied to the Zaporizhzhia Regional State Administration requesting to lease 58.7 square meters of hospital property for CT services. Ivan Fedorov personally signed the order to lease these premises.

In May 2025, an auction was held on the Prozorro.Sales platform—with a single participant, which turned out to be Scan-MedService. The premises were leased for 22,900 UAH per month.

Three months later, in September 2025, Ruslan Movchan, deputy head of the Zaporizhzhia Regional State Administration, signed an authorization to sublease the premises. It was awarded to the “Computed Tomography Center”—a company owned by Fedorov’s parents. Moreover, the sublease rate turned out to be lower than the original lease rate: 19,100 UAH per month versus 22,900 UAH.

Thus, the intermediary company “Scan-MedService” rents the hospital premises at the community’s expense and subleases them to a family-owned firm for less than it pays itself. 

“A Private Matter”

Journalists approached Ivan Fedorov with a question about a possible conflict of interest. A response came from the press service of the Zaporizhzhia Regional State Administration, which rejected the inquiry, calling it a “private matter” that falls outside the administration’s jurisdiction. At the same time, the Zaporizhzhia Regional State Administration stated that it sees no signs of a conflict of interest in the situation.

The private enterprise “Center for Computed Tomography” was founded in 2008 in Melitopol by Serhiy and Ivan Fedorov. After Ivan Fedorov entered public politics, his parents—Serhiy and Nataliya Fedorov—became the owners of the company.
