Budanov Identified the Main Obstacles to Elections During Martial Law

Kirill Budanov, Head of the Office of the President, commented on the discussions regarding the possible holding of elections in Ukraine during martial law. According to him, the organization of the vote depends not only on technical capabilities but, above all, on security issues and citizens’ trust in the electoral process.

In an interview with the Italian newspaper La Stampa, Budanov emphasized that elections must take place under conditions that guarantee the transparency and legitimacy of the process.

Harsh Realities Instead of Technological Solutions

Kirill Budanov noted that Mykhailo Fedorov has likely chosen a political path and has the right to do so, just as he has the right to express his own position on the necessity of holding elections. At the same time, the head of the Presidential Office highlighted a number of important questions.

How can a soldier on the front lines, under threat from drones, cast a vote? How can hundreds of thousands of people living in the occupied territories vote? How does a polling station operate in Kharkiv, where air raid sirens sound three times a day? Who guarantees that everyone will accept the result? – Budanov asked.

He noted that it is technically possible to organize “the world’s most modern elections” via a smartphone—“in an hour and with an elegant interface.” However, voting is not merely a matter of technology, as the key issue remains trust in the integrity of the process.
