Budanov sharply criticized those who shirked their duties and the attitude toward the TCC

Kirill Budanov, head of the Main Intelligence Directorate, stated that evading mobilization and glorifying those who avoid military service is a serious problem for Ukrainian society.

According to him, a contradictory situation has arisen in the country, where on the one hand people speak of the need for victory, while on the other they try to avoid mobilization.

“There are real problems, mental problems in our society… This is a major, enormous problem,” he emphasized.

Budanov stressed that no technology can replace people in war.

“Without people, wars are lost,” he noted, adding that he does not share the view that drones can fight in place of soldiers.

He also urged citizens not to be afraid to fulfill their duty, noting that not all those mobilized end up in combat units—there are many logistical and technical roles.

Separately, Budanov drew attention to the societal problem of double standards, where both soldiers fighting on the front lines and those who demonstratively avoid service are considered heroes.

“This shows a lack of unity,” he concluded.
