Construction in Ukraine has exceeded pre-war levels
Ukraine’s construction industry showed growth and, in 2025, exceeded the level it had reached before the start of the full-scale war. The total volume of work completed reached over 258 billion hryvnia.
This figure is 17% higher than in 2024 and also exceeds the construction volumes recorded in 2021. The sector continues to recover thanks to new projects and the reconstruction of damaged facilities.
The Ministry of Development analyzed key indicators for the construction industry for 2015–2025 and the first quarter of 2026. The study was prepared based on data from the State Statistics Service and the Unified State Electronic System for the Construction Sector.
According to Natalia Kozlovska, Deputy Minister of Community and Territorial Development, following a sharp decline in 2022, the construction sector is gradually recovering and has already surpassed pre-2022 levels on a number of key indicators.
“Construction remains one of the key sectors of the Ukrainian economy. The industry provides hundreds of thousands of jobs, stimulates the development of related industries, attracts investment, and serves as the foundation for the restoration of housing, social, and other infrastructure,” Kozlovska noted.
The ministry also reported an increase in nonresidential construction volumes, positive trends in the residential sector, a rise in the rate of housing commissioning, and further development of the construction labor market.
