Yurkov, a member of the Kharkiv Regional Council, reported inaccurate information amounting to more than ₴3 million
The National Agency for Corruption Prevention has completed a full audit of the 2024 asset declaration of Volodymyr Yurkov, a member of the Kharkiv Regional Council and director of the state-owned enterprise “Iskra.” The audit revealed numerous violations and inaccurate information totaling 3.2 million hryvnias.
The audit took place from August 25, 2025, to February 19, 2026, with extensions granted.
The NACP’s conclusion indicates signs of a criminal offense under Part 1 of Article 366-2 of the Criminal Code of Ukraine.
The audit found that Yurkov provided inaccurate information regarding his children’s passports for travel abroad, marking “Data missing” on his declaration. At the same time, government registries confirmed that all three children hold valid foreign passports.
The official also failed to declare a 64.1-square-meter apartment in Kharkiv, which was actually used by his son as a place of residence. According to experts’ estimates, the value of the property ranges from 1.16 to 1.3 million hryvnias, and the NACP assessed the mere fact of its omission from the declaration as providing inaccurate information amounting to over 1.16 million hryvnias.
In addition, a residential property used by his daughters Ksenia and Kateryna throughout 2024 was not declared, even though that was where they actually lived.
The NACP paid particular attention to a 2012 Lexus RX 450, which is formally registered in the name of the lawmaker’s adult son.
The audit established that:
- the son had drawn up a notarized power of attorney in his father’s name for the car’s registration;
- Yurkov was designated as the authorized user of the vehicle;
- he was the one who regularly used the car and paid traffic fines;
- he confirmed his use of the Lexus in court documents.
According to experts’ findings, the market value of the car is approximately 1.14 million hryvnias.
The National Agency for Corruption Prevention (NAZK) also established that the lawmaker failed to declare control over the “Alliance” farming enterprise, even though his ex-wife is listed as the official owner.
Among the evidence of actual control, the agency cites:
- Yurkov’s prior ownership of the farm;
- the conclusion of multi-million contracts between the “Alliance” farm and the state-owned enterprise “Iskra”;
- receipt of financial assistance and rent payments;
- the existence of powers of attorney to carry out important business transactions;
- bank transfers and financial ties between the parties.
An analysis of bank accounts revealed that the official failed to declare 843,000 hryvnias in funds received from third parties, which the National Agency for Corruption Prevention (NAZK) classifies as gifts due to the lack of evidence regarding their origin.
Furthermore, the declaration did not include income received by the official’s daughter, Kateryna, in the form of a gift totaling 4 million hryvnias. According to the audit, permission for the gift was granted; however, no accounts were opened in the child’s name, and the source of the funds remained unidentified.
In addition, the agency identified errors in the reporting of repayable financial assistance from the “Alliance” farming enterprise, as well as incorrect dates and amounts for the funds received.
Earlier, Oleksandr Kizlyar, a member of the Khmelnytskyi District Council representing the “Batkivshchyna” party, declared the largest cryptocurrency portfolio among Ukrainian public officials.
Mykola Davydiuk, a newly elected member of parliament from the “Holos” party, published his electronic declaration for 2025, in which he listed assets worth millions, a collection of artworks, and real estate in the capital.
Pavlo Kovalchuk, deputy head of the Regional Service Center of the State Service Center of the Ministry of Internal Affairs in the Rivne, Volyn, and Zhytomyr regions, declared cryptocurrency assets worth over 7.8 million hryvnias.
