The State Special Communications Service is suing Strim Techno over fines totaling half a billion hryvnias
The Logistics Department of the State Service for Special Communications and Information Protection of Ukraine has filed a lawsuit against Strim Techno LLC to collect penalties totaling 499.3 million hryvnias.
The government agency accuses the company—which is linked to Ajax Systems owner Oleksandr Konotopskyi—of systematically violating the terms of several contracts.
According to preliminary data, the debt and unpaid penalties have been accumulating for over half a year, but the company currently has no plans to voluntarily pay the funds to the state budget.
The legal claims filed by the State Special Communications Service concern the improper fulfillment of the terms of official contracts that the parties entered into in May and August 2023, as well as in February 2025.
The nature of Strim Techno LLC’s activities under these agreements is directly related to the defense sector, specifically the supply of unmanned aerial vehicles for the needs of the Ukrainian Armed Forces.
Failure to fulfill these obligations within the established deadlines has caused significant damage to the ability of state institutions to provide the military with the necessary equipment in a timely manner.
The situation surrounding Strim Techno LLC has attracted significant attention from the public and journalists due to the company’s influential owners and executives, whose names were concealed for a long time.
The firm is owned by Oleksandr Konotopskyi, a well-known Ukrainian entrepreneur and founder of the international technology company Ajax Systems.
Despite its large financial turnover and large-scale government contracts, the defense company has found itself at the center of a major corruption and procedural scandal due to its failure to fulfill defense procurement contracts.
Recent appointments of top management from this troubled drone supplier to government agencies have caused particular controversy in this case.
In particular, Yevhen Gvozdarov, the former director of Strym Techno LLC, was recently promoted and officially became the head of the state-owned enterprise “Ukroboronservice.”
Such transfers of managers from private companies—which are involved in multimillion-dollar legal disputes with the Ministry of Defense or the State Special Communications Service—raise questions among industry experts regarding the effectiveness of personnel selection in the defense industry.
