Victims of sexual violence during the war still do not receive government assistance — Lubinets

Ukrainian citizens who have been victims of conflict-related sexual violence (CRSV) are still unable to receive the state assistance provided for by law due to the lack of necessary subordinate legislation. 

A special law on the protection of such individuals officially entered into force back in June 2025, but its key provisions have yet to be implemented in practice. 

The Ombudsman emphasized that the executive branch’s delay in developing the regulatory framework is unacceptable. 

According to him, bureaucratic delays directly affect the lives of hundreds of people who require urgent medical, psychological, and financial rehabilitation. 

Legal uncertainty is hindering the work of social services and preventing the full integration of victims into society.

Dmytro Lubinets reminded the international community that on June 19, the world observes the International Day for the Elimination of Conflict-Related Sexual Violence. 

For Ukraine, this date holds special and painful significance, as the Russian Federation deliberately uses sexual violence as a tool of terror, intimidation, demoralization, and humiliation against the Ukrainian people. 

Victims of these brutal war crimes come from all walks of life, regardless of age or status.

“Victims of sexual violence during the war are still unable to receive the assistance guaranteed by law,” Lubinets noted.

According to official data from law enforcement agencies, the scale of reported offenses continues to grow rapidly as Ukrainian territories are de-occupied. 

The consequences of these severe psychological and physical traumas remain with people for the rest of their lives, requiring long-term professional support.

“Hundreds of Ukrainian men and women have survived this crime, the consequences of which last a lifetime. According to information from the Office of the Prosecutor General, as of the end of May, 398 cases of sexual violence had been recorded,” he emphasized.

According to the Verkhovna Rada Commissioner, affected citizens face not only the severe consequences of their personal trauma on a daily basis, but also significant artificial obstacles when attempting to obtain basic assistance and legal protection. 

Among them are women and men, civilians and military personnel, so the right to comprehensive support must be a reality and accessible to everyone without exception. 

The head of the human rights institute called on the government to immediately finalize the drafting of regulatory documents.

“The Law on the Protection of Persons Affected by the Special Military Operation came into force back in June 2025. However, due to the lack of necessary subordinate legislation, its provisions are still not being implemented in practice, and people are unable to receive the support guaranteed by the state. I have repeatedly emphasized the need to adopt the relevant regulatory acts as soon as possible,” the ombudsman stated.

This was stated by Dmytro Lubinets, the Ukrainian Parliament’s Commissioner for Human Rights, on his official Telegram channel.
