Former Head of the Transcarpathian Customs Office Avoided Punishment for Failing to Pay 7.4 Million Hryvnias in Taxes

Mykhailo Svida, the former head of the Transcarpathian Customs Office, was not convicted of tax evasion. The Uzhhorod City and District Court acquitted him of criminal charges and dismissed the case after he paid more than 7.4 million hryvnias to the state budget.

This concerns taxes that, according to the investigation, Svida failed to pay on income from the sale of apartments in residential complexes he had built. According to the Security Service of Ukraine (SBU) and the prosecutor’s office, between 2022 and 2025, he received 37.8 million hryvnias in cash from buyers but failed to declare this income.

As a result, approximately 6.8 million hryvnia in personal income tax and 612,000 hryvnia in military levy were not paid to the budget.

A key factor in the case was that Svyda managed to pay off the entire tax debt on July 27–28, while he was formally charged on July 30. The tax authority confirmed receipt of the funds, after which the man filed a motion for exemption from criminal liability.

Svida pleaded guilty. The court applied the exemption from criminal liability provided for by law under Part 2 of Article 212 of the Criminal Code of Ukraine and closed the case.
