The EU has called ‘reparation loans’ from Russian assets the best option to help Ukraine

EU High Representative for Foreign Affairs Kaja Kallas said that providing Ukraine with so-called reparations loans, formed on the basis of frozen Russian assets, is the most effective support mechanism for 2026–2027.

According to her, this option already has the support of EU ministers and would simultaneously strengthen Ukraine's defence capabilities and demonstrate to Moscow that time is not on its side.

Kallas specified that the issue of financing Ukraine was raised at the EU Foreign Affairs Council meeting on 20 November, although without detailed discussion. The countries that spoke in favour of further assistance also supported the reparations loan model and stressed the importance of moving forward with this decision quickly.

The EU representative emphasised that supporting Ukraine remains more economically beneficial for the EU than the consequences of a possible Russian victory.
