A proposal has been made in Ukraine to change the price of electricity

In Ukraine, there are calls to revise the price caps on electricity, as the current restrictions are already hindering imports from Europe. Parliamentary officials say the market is changing and the rules need to be adapted to the new conditions. This involves a possible increase in prices during peak hours. This was stated by Andriy Gerus, chairman of the Verkhovna Rada Committee on Energy, Housing, and Utilities.

 

Ukraine may change the so-called price caps—the maximum electricity prices that set the upper limits on market costs. The reason is that current restrictions have begun to curb electricity imports from European Union countries for a significant portion of the day.

According to him, the situation on European energy markets has changed due to rising gas prices, which has directly affected the price of electricity. As a result, Ukrainian price caps have effectively begun to block imports during hours of high demand. “An analysis of European prices in March and expectations for the coming months suggest that the current price caps will limit imports for a significant number of hours each day,” Gerus noted.

Parliament is proposing to make the system more flexible: to adjust price caps based on the time of day and raise them during morning and evening peak hours, when the load on the power grid is highest.

According to the initiators, this approach could give the market more “breathing room”—stimulating electricity imports while simultaneously encouraging investors to develop their own generation capacity. “Such a revision should help create appropriate price signals for electricity imports and investments in generation, especially during peak load hours,” Gerus emphasized.

He also noted that Ukraine continues to move toward integration with the European Union’s energy market, and price liberalization is part of this process. In essence, this involves a gradual transition to a more market-oriented model, where prices are determined closer to actual supply and demand, and administrative restrictions play a lesser role.

Additionally, Ukrainian gas station chains have partially lowered fuel prices as of April 18.
