The Prosecutor General Terminated Shevchuk's Appointment to the SAP Competition Commission
Attorney General Ruslan Kravchenko signed an order terminating Oleksiy Shevchuk’s term as a member of the Selection Committee responsible for conducting the competition for administrative positions in the Specialized Anti-Corruption Prosecutor’s Office.
This decision concerns the termination of his membership on the commission, which is responsible for selecting candidates for leadership positions at the SAPO.
“The basis for this was a proposal from the Commission itself, which was supported by an absolute majority of its members during the meeting on September 1. In addition, the commission member submitted a request to resign effective September 7, 2026,” Kravchenko explained in a post on his Telegram channel.
According to Kravchenko, he informed the Council of Prosecutors of Ukraine of the decision and requested that a competition be held as soon as possible and that the winning candidate be nominated to appoint a new member of the commission in accordance with the procedure established by law.
“At the same time, I appeal to the members of the Selection Commission—provided this does not conflict with its regulations—not to suspend the selection of candidates for administrative positions at the SAPO while the Council of Prosecutors conducts the competition for a new, sixth member of the Commission. All decisions must be made exclusively within the bounds of the law and with respect for the Commission’s independence. However, organizational procedures must not lead to undue delays in the process. “It is necessary to complete the competition as soon as possible and ensure the appointment of a deputy head of the Specialized Anti-Corruption Prosecutor’s Office,” the Prosecutor General emphasized.
Earlier, attorney Oleksiy Shevchuk—whom five other members of the Selection Commission for the competition for administrative positions at the SAPO and the director of the National Anti-Corruption Bureau of Ukraine (NABU) had proposed to remove from the commission— decided to voluntarily resign early from his position as a member of this commission.
“… being aware of the legal and institutional consequences of such a decision and not wishing to create a situation in which the Prosecutor General would be forced, by his own decision, to participate in the termination of the powers of an independent member of the Commission at the request of its other members, I hereby announce my resignation as an independent member of the Commission effective September 7, 2026,” reads Shevchuk’s statement to the Commission and the Prosecutor General, which the lawyer published on Facebook.
He believes that the Commission is subject to significant external influence, and that its members refused to properly consider these circumstances and showed him disrespect, which further calls into question the Commission’s ability to continue working impartially and professionally in its current composition.
“Based on the provisions of the regulations governing the Commission’s composition and powers, I believe that, in the absence of one of the six required members, the Commission will not have the proper composition to continue exercising its powers, and its continuation of the competitive selection process would pose significant risks to the legality and legitimacy of the decisions made,” Shevchuk also stated, proposing that the Commission be reconstituted.
As previously reported, on September 1, the Commission decided to send a request to the Prosecutor General to consider terminating the powers of its member, Shevchuk. The corresponding proposal, put forward by Commission Chair Laura Stefan, was supported by five votes, while only Shevchuk himself voted against it. The request cited the commission member’s violation of its rules of procedure as the reason for terminating his powers.
Shevchuk himself denied violating the rules, claimed that such a decision by the Commission would suspend the competition, and characterized it as a criminal offense.
Earlier, NABU Director Semen Kryvonos had written a letter to the commission chair regarding Shevchuk’s expulsion, which Shevchuk himself announced at a press conference the week before last. He stated that he views the NABU director’s actions as “an attempt to interfere with the rule of law, the administration of justice, and the independence of international commissions,” since three of the commission’s six members are foreign nationals.
Oleksiy Shevchuk appealed to embassies and international media to halt the competition for the positions of deputy and head of the Special Anti-Corruption Prosecutor’s Office (SAPO).
As a reminder, attorney Shevchuk called on the Security Service of Ukraine (SBU) to open a case against Martyna Boguslavets for attempting a coup d’état.
