The head of the NBU commented on the scandal involving a Monobank customer

The National Bank of Ukraine is investigating the circumstances surrounding a possible breach of banking secrecy by Monobank co-founder Oleg Gorokhovsky. 

During a speech in the Verkhovna Rada on March 26, 2026, NBU Governor Andriy Pyshnyy stated that the regulator had already received a package of documents from the bank and is conducting a detailed analysis of them. 

The incident concerns the publication of a photograph of a client taken during video verification, with a flag in the background. Pyshnyy called the bank’s management’s actions an overly emotional reaction and emphasized that any measures must comply with current legislation.

Based on the results of the analysis, the NBU will prepare conclusions regarding the institution’s proper protection of banking secrecy. Following this, the Banking Supervision Committee will decide whether to initiate administrative proceedings, and the final verdict will be issued by the National Bank’s board. The regulator’s head noted that the review of the case could take up to six months, after which all interested parties will receive official information.

The scandal began on March 9, when Oleg Gorokhovsky published a photo of a female user, claiming that the Russian flag was displayed on the wall of her apartment. The client herself refuted this claim, noting that it was the flag of Slovenia, and criticized the dissemination of her personal data without consent. At the same time, the NBU took into account the results of a state expert examination, which preliminarily confirmed that the flag belonged to the Russian Federation’s symbols; however, they emphasized the legal aspect of preserving clients’ confidential information.

As a reminder, Gorokhovsky posted a photo of the client due to the “Russian flag.”
