The Cabinet of Ministers is preparing loans of up to 1 billion hryvnias for businesses amid attacks by Russia
The Cabinet of Ministers, in collaboration with the National Security and Defense Council, is preparing a preferential lending program for entrepreneurs that will provide loans of up to 1 billion hryvnias. They also plan to simplify businesses’ access to leasing state-owned property.
These measures are intended to support entrepreneurs amid ongoing Russian attacks.
Preferential Loans for Entrepreneurs
Ukraine is developing a preferential lending program to replenish businesses’ working capital.
Under the initiative, companies will be able to receive:
up to 1 billion hryvnia for a single company or group of companies;
a subsidy of 5% of the market rate;
the option to use these funds, in particular, to purchase goods.
"Russian attacks on Ukrainian businesses and civilian infrastructure are rapidly escalating. We must respond and take preemptive action. To ensure an uninterrupted supply of food, medicine, and other essential goods to Ukrainians, the Government, in conjunction with the National Security and Defense Council and on the President’s instructions, is taking a series of urgent measures,” the Prime Minister noted.
Priority Lease of State Property
Plans are also in place to simplify access to state assets for entrepreneurs. Businesses will have priority in leasing property that the State Property Fund puts up for auction.
This decision is explained by the fact that after every enemy strike on workshops, warehouses, or offices, companies need to find new space as quickly as possible and resume operations.
Working During Air Raid Alerts
The government has adopted recommendations that take into account a tiered alert system to ensure that prolonged air raid alerts do not disrupt the supply of goods to the public.
As Koretsky emphasized, if businesses were to shut down every time a siren sounds, the country would lose jobs, tax revenue, and the ability to provide citizens with essentials.
At the same time, the recommendations include a mandatory safety component.
All businesses have been given three months to set up shelters or safe spaces at their service locations.
The development of these measures was discussed in detail at an expanded meeting attended by major retailers, representatives of the Office of the President, the Antimonopoly Committee of Ukraine (AMCU), the State Customs Service, and the State Property Fund.
This was stated by Ukrainian Prime Minister Serhiy Koretskyi, according to a report citing his Telegram channel.
The government has required heating companies to allocate 5% of their funds toward electricity.
The Cabinet of Ministers has allocated 67.6 billion hryvnias to implement regional and municipal resilience plans. Of this amount, 43.7 billion hryvnias are to be used for the engineering protection of critical infrastructure facilities, particularly in the energy sector.
