The Cabinet of Ministers has drafted significant changes to the booking rules

The Cabinet of Ministers of Ukraine has drafted amendments to the rules governing the deferment of military service for conscripts, which provide for an increase in the minimum wage required to qualify for a deferment to 26,000 hryvnias. The rules for deferring part-time workers and the criteria for determining the critical importance of enterprises are also being revised.

This was announced by Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during a televised marathon.

The new rule will not apply to enterprises located in frontline territories, where the salary threshold will remain at the previous level—21,600 hryvnias. 

Another important change concerns the accounting of employees who have deferrals and simultaneously work part-time. From now on, they will be counted toward the total quota of reserved employees only once—exclusively at their primary place of employment. This rule is expected to take effect around mid-June 2026. Previously, companies could effectively inflate the number of reserved employees on paper, as part-time workers (working half or a quarter of a full-time schedule) were counted toward the limits of several different companies at once.

In parallel, central and regional authorities are required to fully review and re-approve their own lists of criticality criteria within a month. All updated approaches by the ministry and agencies must be coordinated with the Ministry of Defense and the Ministry of Economy as early as June. After this stage is completed, throughout July and August 2026, Ukrainian companies will have to re-confirm their status as critical facilities for the economy under the already amended government rules.

The Security Service of Ukraine and the National Police dismantled a draft-evasion scheme in Zakarpattia involving the fraudulent registration of fictitious military service. 

The Ministry of Health stated that, at the request of the Ministry of Defense, some of the reserved medical personnel may be released from reserve status and enlisted into the Armed Forces of Ukraine and other military structures. The decision is made jointly with the military and regional authorities.
