Dmytro Natalukha, head of the State Property Fund, may have violated anti-corruption laws

This concerns a candidate for the supervisory board whom the State Property Fund of Ukraine has put to a vote at the extraordinary general meeting of shareholders of PrJSC “Kharkivenergosbyt,” scheduled for June 15, 2026, to be held remotely. Possible ties between officials and business partners could constitute a potential conflict of interest.

 

The State Property Fund proposes two candidates:

Taras Orestovych Boiko (1989), a lawyer who serves as director of LLC “Research Enterprise ‘Protection Technologies’,” was head of the Department of Security and Defense Economics at the Ministry of Economy (2021–2022), as well as an advisor to the head of the State Special Transport Service.

Artem Serhiyovych Glazunov (1987), a manager by training, who is a managing partner at Lid/Oguri LLC. From 2013 to 2020, he was initially responsible for procurement at the State Enterprise “AMPU,” then served as deputy head for technical issues at the “Delta-Pilot” branch, and later as deputy director of the procurement department within the management apparatus of the State Enterprise UPA. We don’t need to remind you about the corruption schemes at UPA.

There is another issue with Glazunov, which is that he is the managing partner (director and founder) of “Lid/Og’yuri.” Previously, the firm was owned by Dmytro Oleksiyovych Topchiy, and before that, by Mr. Natalukha himself. In other words, it is possible that he is personally acquainted with Glazunov and is promoting him for the position.

This could constitute a violation of anti-corruption laws, which the NABU and NACP are required to monitor, according to Absolution Leaks.

As a reminder, Dmytro Natalukha has taken the helm of the State Property Fund.

MP Zheleznyak noted that for over two years, Natalukha had been disappointed with Mindič’s work, particularly due to issues with the Land Bank, as well as OPZ and CentrEnergo.
