The Cabinet of Ministers has appointed a new deputy minister of internal affairs
The Cabinet of Ministers has appointed Serhiy Kobets as Deputy Minister of Internal Affairs of Ukraine. Previously, he served as Deputy Chief of the National Police and headed the Department of Human Resources. In his new position, Kobets will be responsible for personnel policy, the development of higher education within the Ministry of Internal Affairs, social and psychological support, and veterans’ policy.
The government has appointed Serhiy Kobets as Deputy Minister of Internal Affairs of Ukraine. This was announced on September 24 by Minister of Internal Affairs Ivan Vyhovskyi. Prior to this appointment, Kobets served as Deputy Head of the National Police of Ukraine—Head of the Department of Human Resources. In that role, he was responsible, in particular, for managing police personnel.
Serhiy Kobets has worked in the Ministry of Internal Affairs for over 20 years. His career at the ministry began in 2000. He held various positions in departments dealing with personnel matters and later transferred to the National Police. From 2018 to 2020, he served as deputy chief of the National Police’s Main Directorate in Mykolaiv Oblast, and since 2020, he has again been working in human resources for the police’s central administration. Since September 2023, Kobets has served as Deputy Chief of the National Police.
Ivan Vygivskyi described Kobets as a professional leader with many years of experience at the Ministry of Internal Affairs and the National Police. “I am grateful to Serhiy for his achievements as Deputy Head of the National Police of Ukraine. During this time, management processes were improved and the effective operation of units—particularly combat units—was ensured. Projects were launched to support police officers and their families,” the minister said.
Kobets will now move directly to work at the Ministry of Internal Affairs. One of the main areas of his responsibility will be personnel policy. This involves working with the staff of the Ministry of Internal Affairs and further developing this area. Another area is the Ministry of Internal Affairs’ higher education system. The new deputy minister will also oversee social support and psychological assistance for employees.
The Ministry of Internal Affairs has identified veteran policy as a separate priority. This involves, in particular, supporting veterans who work within the ministry and developing relevant programs across its departments. Vygivsky noted that he is counting on a team of specialists, including veterans of the Russia-Ukraine war, to carry out this work. “I am confident that, together with a team of professionals—including veterans of the Russia-Ukraine war—we will be able to scale up these positive initiatives across all agencies and departments of the Ministry of Internal Affairs of Ukraine,” stated the head of the Ministry of Internal Affairs.
Thus, after several years in leadership roles at the National Police, Serhiy Kobets will continue his work at the Ministry of Internal Affairs. His main areas of focus will be personnel, education, social and psychological support for employees, and the implementation of veteran policies. This was announced by Ukraine’s Minister of Internal Affairs, Ivan Vyhovsky.
