Hackers obtained a database of Rosatom employees at the occupied Zaporizhzhia Nuclear Power Plant, — OSINT team
The Ukrainian OSINT team Cat Eyes announced that it had gained access to the internal network of the Russian medical and personnel management system "ESMO," which is used at the temporarily occupied Zaporizhzhia Nuclear Power Plant.
According to their data, the current personnel database as of May 20, 2026, was downloaded.
According to the researchers, the obtained data allegedly allows tracking the integration of the ZNPP into Rosatom’s digital infrastructure and the mechanisms for tracking both local employees and Russian specialists involved in the plant’s operations.
The “ESMO” system (electronic medical monitoring of personnel) is used for rapid pre-shift and post-shift medical examinations of employees. It records basic physiological indicators and automatically makes decisions regarding admission to work without a doctor’s involvement.
According to the description, the system can be integrated with access control, allowing for the tracking of personnel movements and shift times.
After the seizure of the ZNPP control station, control was transferred to a Rosatom entity—JSC “Zaporizhzhya NPP Operating Organization,” which operates in conjunction with Rosenergoatom. It is through this infrastructure, it is claimed, that digital personnel tracking systems were implemented at the plant.
According to the OSINT team, the “ESMO” database includes:
- data on Ukrainian employees who remained in the occupied territory and signed contracts with the occupying administration;
- data on Russian specialists who arrived at the plant on rotational shifts;
- information on the personnel structure and distribution.
Analysts note that the use of the system may have been not only technical but also managerial in nature.
Specifically, this involves:
- tightening control over personnel and work schedules;
- integrating occupation personnel into Rosatom’s digital infrastructure;
- automation of record-keeping and work authorization amid staffing shortages;
- control by special services over the movement of employees.
Due to the refusal of a significant portion of Ukrainian specialists to cooperate with the occupation administration, Russia is forced to bring in additional specialists from other Rosatom facilities.
OSINT researchers state that this may indicate a personnel shortage and the plant’s dependence on rotating staff from the Russian Federation.

Earlier, the International Atomic Energy Agency (IAEA) officially confirmed damage to the exterior of the turbine hall building at the temporarily occupied Zaporizhzhia Nuclear Power Plant. According to Russian representatives of the plant, the facility was struck by a drone the day before.
On the night of June 3, 2026, the temporarily occupied Zaporizhzhia Nuclear Power Plant completely lost its external power supply.
