Khmara confirmed his discharge from military service
Yevhen Khmara stated in the Verkhovna Rada that, prior to his appointment as Minister of Defense, he had been discharged from military service and is currently a civilian.
According to him, the discharge took place in accordance with Article 26 of the Law “On Military Duty and Military Service”—in connection with organizational measures concerning senior officers.
Khmara emphasized that it is precisely in his capacity as a civilian that he can head the Ministry of Defense, since the law stipulates that the Minister of Defense must be appointed from among civilians.
Earlier, the Verkhovna Rada reappointed Andriy Sybiga as Ukraine’s foreign minister.
Ukraine needs to develop a mechanism for holding elections even in wartime, ensuring the right to vote for all citizens. This view was expressed on August 18 by former Ukrainian Defense Minister Mykhailo Fedorov.
As a reminder, on August 18, the Verkhovna Rada received nominations from President Volodymyr Zelenskyy to appoint Yevhen Khmara as Ukraine’s Minister of Defense and Andriy Sibiga as Minister of Foreign Affairs.
