A commander in the Chernihiv region covered up for soldiers who skipped duty

In the Chernihiv region, SBI investigators, in collaboration with the SBU, exposed the commander of a military unit who had organized a scheme to “cover up” for subordinates who were effectively evading military service. At the same time, these soldiers continued to receive their pay on a regular basis.

This was reported by the SBI press center.

According to the investigation, the commander facilitated a situation where some military personnel did not report for duty but remained officially on the roster and received payments. As a result of these actions, the state suffered losses amounting to over 2 million hryvnias.

Details

According to the investigation, several servicemen had not actually been present at the unit for a long time and were engaged in personal affairs. Despite this, the commander did not respond to their absence, did not take the measures required by law, and facilitated the continued payment of their salaries and other benefits.

As a result of these actions, the state budget suffered losses amounting to over 2 million hryvnias. 

Charges

The commander of the military unit was notified of suspicion under:

  • Part 2 of Article 364 of the Criminal Code of Ukraine—abuse of power or official position;
  • Part 5 of Article 27 and Part 4 of Article 409 of the Criminal Code of Ukraine — aiding and abetting military personnel in evading service under martial law.

The issue of imposing a preventive measure in the form of detention is currently being decided. Military personnel who, instead of performing their official duties, were absent from duty and engaged in their own affairs have also been notified of the charges. 

Their actions are classified under Part 4 of Article 409 of the Criminal Code of Ukraine—evasion of military service duties through deception under martial law.

The penalty under this article provides for imprisonment for a term of 5 to 10 years.

In the Kyiv region, a TCC official was detained for extorting a bribe

Earlier, the SAPO and NABU exposed SBU investigators and a lawyer for taking bribes.

As a reminder, the organizer of a scheme to smuggle draft dodgers for $12,000 was detained in Kyiv.

Also, a TCC employee in the Chernihiv region was detained for bribery.
