Law enforcement officers who provide protection for these schemes are involved in nearly every NABU case — Kryvonos

NABU Director Semen Kryvonos stated that in almost every major investigation conducted by the Bureau involving money laundering or the embezzlement of funds from state-owned enterprises, law enforcement officials are implicated; according to him, these officials receive a share of the proceeds in exchange for covering up illegal activities.

Kryvonos made these remarks during an event marking the accession of new donors to the EU Anti-Corruption Initiative in Ukraine.

According to the NABU director, during investigations, law enforcement officers found records specifying percentages allocated to specific agencies. He cited the “Clean City” operation as an example, where, he said, such agreements were documented.

Kryvonos also advocated for reforming the Office of the Prosecutor General, the State Bureau of Investigation (DBR), and certain units of the Security Service of Ukraine (SBU). He emphasized that NABU cannot independently investigate all cases of possible illicit enrichment involving law enforcement officials.

Separately, the Bureau’s director stated that the State Bureau of Investigation (DBR) needs to work more effectively in investigating possible abuses among senior officials in the prosecutor’s office and the Security Service of Ukraine (SBU). Among other things, he mentioned real estate that certain law enforcement officers and prosecutors had purchased in the UAE and in the Novopecherski Lypky district of Kyiv.

NABU has opened a case against former Dynamo coach Shovkovskyi for extortion.

The SBU lied about the reasons for the search of a former NABU detective who was investigating the Shil–Shabunin case.
