Civilians have been banned from the Odesa region’s coastline: what is known about the restrictions

In the Odesa region, a special regime has been implemented along the coast, which prohibits the presence of civilians and the movement of vehicles. To obtain permission to stay or travel through the area, one must have approval from the commandant. This approval is granted based on official identification or business travel authorizations.

The document was signed on September 30 but was made public today.

According to the announcement, the order concerns “the establishment of a special regime for entry and exit, restrictions on the freedom of movement of citizens, foreigners, and stateless persons, as well as on the movement of vehicles in certain areas of the Odesa region under the legal regime of martial law.”

Judging by its content, movement along the coast in the region is significantly restricted. In particular, a special entry/exit regime is established, along with restrictions on the freedom of movement of citizens and the movement of vehicles along the Black Sea coast, in bays, inland waters within beach zones, and in beach zone territories located within the Black Sea coastal protection strip in the Odesa region.

It is prohibited to stay, move about, enter, or exit the area, as well as for vehicles to enter or exit. According to the document, exceptions include military personnel of the Armed Forces of Ukraine, the National Guard of Ukraine, border guards, employees of the Security Service of Ukraine (SBU), the State Emergency Service (DSNS), emergency medical services, and others. The transportation of representatives of certain organizations in specialized vehicles is also permitted, provided that established safety measures are observed. Additionally, approval from the commandant is required based on official identification cards, business trip authorizations, and similar documents.

According to the order, owners and users of premises and land plots along the coast must ensure compliance with the prohibitions and established safety measures, and organize their economic activities in accordance with the requirements of the order.

If any suspicious objects (mines, shells, or other weapons) are discovered, they must immediately report this to the State Emergency Service of Ukraine and the National Police.

The Resort Season in the Odesa Region

As reported by UNIAN, back in May, Oleg Kipper, head of the Odesa Regional State Administration, announced that beaches in Odesa and the region would officially open this summer. He noted that the number of beaches would be significantly increased to provide more opportunities for recreation. Permission was granted following a thorough inspection for safety, compliance with sanitary standards, and the availability of nearby shelters.

This was reported by the Izmail District State Administration, citing a joint order from the head of the Odesa Regional Military Administration and the commander of the “Odesa” operational-tactical group.

The Air Force explained why the Odesa region remains one of the main targets of enemy attacks.

On the afternoon of July 20, Russian troops struck Odesa. According to preliminary reports, infrastructure facilities were hit.

A 48-year-old woman was injured when a Russian drone struck Ochakiv; she was hospitalized by medical personnel. As a result of the attack, a non-residential building was damaged, and a two-story building and a passenger car caught fire.
