The Ministry of Defense is drafting new rules for the procurement of food for the Armed Forces of Ukraine
On August 7, the Ministry of Defense of Ukraine and the DOT Defense Procurement Agency presented an updated concept for reforming the Ukrainian Armed Forces’ food supply system. Specifically, they plan to inspect food products before they are delivered to military units, and the procurement of logistics services will be separated from the procurement of food.
“The Ministry of Defense of Ukraine and the DOT Defense Procurement Agency have developed an updated concept for reforming the food supply system of the Armed Forces of Ukraine and are beginning to implement it. The goal of the reform is to improve food supply so that every service member can feel the difference,” the statement notes.
Therefore, as explained by the Ministry of Defense, changes are planned for the entire system of food procurement, logistics, and quality control.
Commenting on the work to transition food supply to a model that has already proven effective in Western countries, Deputy Minister of Defense of Ukraine Mstislav Banik assured that it will be adapted to the real conditions faced by Ukrainian service members in modern warfare.
He believes that the timely provision of high-quality food is no less important a challenge than the supply of weapons and military equipment.
Military officials explained that this updated model is intended to address the key problems of the current system: limited competition, opaque pricing, and quality control that takes place only after food has been delivered to military units.
Arsen Zhumadilov, head of the DOT Defense Procurement Agency, recalled that one of the key tasks of the DOT Defense Procurement Agency team was to build a sustainable system for providing food to the military, and noted that this transformation is now entering a new phase focused on food procurement and quality control.
The Ministry of Defense explained exactly how the food supply system for the military will change.
“One of the first key stages of the reform: food and logistics will be procured separately. Food will be supplied by verified producers, and delivery will be handled by professional logistics operators. This will increase competition and make pricing fully transparent,” the ministry stated.
It is noted that quality control will take place before delivery to military units and that food will be inspected at distribution centers to ensure that substandard products do not reach the troops.
“In the next stages of the reform, it is planned that military personnel will place orders with DOT-Chain Food for meals rather than individual food items. The system will automatically calculate the required quantity of ingredients based on the recipe and the number of personnel. To simplify the work of cooks, a digital recipe collection will be developed in the future,” the ministry stated.
The first purchases under the new model are scheduled to take place as early as this year.
It is noted that the implementation of this reform will begin with military units located in several regions, with gradual expansion.
“The reform should result in a transparent and more efficient system in which the quality of military meals does not depend on the region, the supplier, or manual processes,” the Ministry of Defense stated.
As a reminder, the Ministry of Defense of Ukraine, together with the “State Logistics Operator,” is preparing to update the technical specifications for individual food rations. The changes are based on the results of a survey conducted via the “Army+” app, in which more than 60,000 service members participated.
For the first time, the Ministry of Defense of Ukraine has included halal and kosher dry rations in daily field rations. This decision was made with the religious beliefs of service members in mind and to raise nutritional standards in the Armed Forces.
