The Ministry of Defense plans to increase pay supplements for military personnel and establish clear terms of service
The Ukrainian Ministry of Defense is preparing a comprehensive reform that calls for increased pay for military personnel and the introduction of clearly defined terms of military service.
The initiative is expected to include:
- a review of the system of monetary allowances for military personnel;
- the introduction of clearer terms of service;
- guaranteed stability of payments in the long term.
Details of the reform are planned to be presented after its official submission.
Svyrydenko emphasized that implementing the changes will require significant financial resources, so the government is working to find a balance between expenditures and budgetary capabilities.
“This involves substantial funds. We are currently calculating how to balance the budget to ensure the continuity of these payments both this year and in the coming years,” she noted.
According to government officials, the relevant package of legislative changes is planned to be presented in the coming weeks. After that, the initiative will be submitted to parliament for consideration.
This was announced by First Deputy Prime Minister and Minister of Economy Yulia Svyrydenko during a plenary session of the Verkhovna Rada.
The current amendments to the state budget do not provide sufficient funds for the promised salary increase for Ukrainian military personnel.
The 2026 budget plans to significantly increase spending on defense and security—an additional 1.56 trillion hryvnias is being allocated. The funds will go toward military salaries, weapons, equipment, and strengthening critical infrastructure.
